Fiscal Responsibility

Since taking office, Joe has made fiscal responsibility a cornerstone of his service. He has consistently advocated for smart budgeting practices that protect essential city services while respecting the burden on taxpayers. Joe has fought for sound, responsible budgets that hold the line on taxes and has pushed for thoughtful investments that yield long-term value for residents. With a professional background in economic development, he brings a unique perspective to the Council—one that focuses on leveraging every dollar to grow the local economy. Joe continues to champion policies that attract private investment, expand the city’s tax base, and position North Tonawanda for long-term financial stability without sacrificing the quality of life residents expect and deserve.

Joe has delivered results on local infrastructure improvements that directly impact everyday life. He voted to increase funding for sidewalk repairs in the 2025 budget, helping to ensure safer, more accessible neighborhoods. Joe also supported investments in parks and recreational facilities, backed the development of the NT Botanical Gardens, and advocated for bringing a new internet service provider to the city—broadening digital access and increasing competition. He remains a strong supporter of the Lumber City Development Corporation and their efforts to revitalize North Tonawanda’s business corridors.

Joe Marranca has used his professional background to actively promote economic development in North Tonawanda. As part of his role at the Niagara County Center for Economic Development, he leads efforts to market the region to both domestic and international businesses. In office, he’s supported initiatives that make the city more attractive to employers and entrepreneurs, including internet expansion, business corridor revitalization, and partnerships with organizations like the Lumber City Development Corporation. His approach blends strategic planning with real-world action to drive job creation and investment. Joe proudly assisted Mayor Pappas with the Downtown Revitalization Initiative (DRI), where the city was awarded $10 million to improve our business districts in the city. He looks to stimulate economic growth by assisting local small businesses, attracting new industries to the city, creating more job opportunities for residents, and ensuring the implementation of the DRI is successful.

Public safety is a core priority for Joe Marranca. During his time on the Council, he helped secure funding for a new fire engine to modernize the city’s emergency response capabilities. He supported key upgrades to the police gun range to enhance officer training and safety, and advocated for the adoption of advanced traffic signal technology to improve roadway efficiency. Joe also voted in favor of creating a landlord registry to hold absentee and out-of-town property owners accountable—fighting blight and helping to protect the quality of life in local neighborhoods.

Joe remains committed to making local government more accountable and accessible to the people it serves. During his time working in the State Legislature and the Office of Mayor Art Pappas, Joe took pride in helping constituents navigate a wide range of issues—from securing state benefits to resolving quality-of-life concerns in their neighborhoods. That hands-on experience taught him the importance of responsiveness and results. Now, as Alderman, Joe continues to bring that same level of service to City Hall, staying accessible to residents and focused on delivering real solutions.

Over the past few years, NT has become nationally recognized as one of the best small cities to live in New York State and the entire county. Joe believes that maintaining the quality of life in the city is essential to its long-term success. Joe believes in standing up for North Tonawanda’s families and neighborhoods. He worked closely with fellow officials to pass legislation preventing the development of nuclear and other energy-producing facilities in residentially zoned areas—protecting the health, safety, and integrity of local communities. His record reflects a consistent focus on putting residents first and ensuring smart, community-driven planning decisions.
